A photograph of a compost bin cannot establish how much food waste a project diverted or what happened to it afterwards. Penang Green Council’s 2025 Food Waste Challenge guidance is a useful historical prompt for stronger project records. Its application window is closed, so this article uses the process questions without advertising a current grant or invitation to apply.
Keep the programme year visible
The guidance gives a 2025 application period ending on 1 September and discusses separation, handling, processing and useful outputs. That sequence helps explain why a project is more than a collection container. It does not establish a continuing 2026 incentive or an entitlement to funding.
When referring to the document, name its year. Do not move an old deadline into a new calendar or infer that the same conditions recur annually. This guide does not assess eligibility, financial returns or the terms of a future programme.
Define what enters the project
Record the material stream and the point where it is separated. A kitchen’s food waste, a market’s discarded produce and a community collection can have different sources. Combining their totals without explaining the boundaries can make a small project appear larger or obscure where material was counted twice.
Use consistent units and dates in the log. If a figure is an estimate, identify the estimation method rather than reporting it with the confidence of a measured weight. This article provides no prescribed processing technique or claim that any particular mixed material is suitable.
Follow the material beyond collection
A collected quantity and a processed quantity are not automatically equal. Keep the next stage visible: who received the material, what period the record covers and whether a usable output is documented. A handover receipt can support a handover statement without proving every subsequent outcome.
Where an external collector or processor is involved, ask for the information relevant to your project’s evidence claim. Do not describe a licence, permit or treatment outcome as verified merely because a provider says it has one. That verification would require separate documentation.
Report outputs without making unsupported benefits
A record of an output’s quantity is different from proof of its quality, safety or eventual use. Likewise, reduced waste sent to one destination should not become an exact emissions-saving claim without an appropriate method and data. State the result the record actually supports.
A useful community update can explain what was attempted, what was measured and what remains unknown. If the project stopped or the process changed, preserve that change in the record. Omitting unsuccessful periods can distort the apparent continuity of the work.
Source and scope
The PGC 2025 guidance was read on 20 October 2026. Its programme remains historical in this article. No current award, application availability, processing safety or environmental-impact calculation is promised; the focus is honest evidence for a Penang project.
